<br />City of Roseville/Fernwood vacation, Case No. 2458 <br /> <br />paqe 3 <br /> <br />parkina <br /> <br />The Fact Sheet summarizes the parking numbers involved and the <br />attached Parking Plan, developed by Parks Director Bob Bierscheid, <br />summarizes the pOlicies that could be implemented to manage the <br />parking situation. All parking - existing and future - is planned <br />to access County Road C or civic Center Drive, not directly onto <br />Woodhill. <br /> <br />Note that the Oval is not expected to significantly increase net <br />demand for parking in the civic Center area. The largest events at <br />the Ice Arena today draw more people than the typical Oval event <br />is expected to generate. The largest anticipated Oval events (one <br />or two per year) will need about the same parking as the largest <br />events at the Ice Arena (hockey games several times a year). A key <br />policy in the Parking Plan is to control the scheduling so that <br />two major events do not happen at the same time in the civic <br />Center area, whether they would involve the Oval, Ice Arena, or <br />City Hall. <br /> <br />A number of policies are outlined which would reduce the total <br />number of cars coming to major events in this area (off-site <br />parking, car pooling, off-site signs) as well as policies designed <br />to restrict parking to designated areas once cars do arrive <br />(signage, police control). Temporary parking restrictions could be <br />implemented for the side residential streets, allowing only <br />residents to park in these areas during events. <br /> <br />The interim plan for the Oval facility (see attached) shows a new <br />overflow parking lot on the north side of the Ice Arena. Even <br />though a portion of the existing parking lot will be lost to <br />construction of the Oval, this new lot will more than replace the <br />lost spaces and total parking in the civic Center area will be <br />increased by at least 40 cars. There is space to increase this <br />number even further if necessary. <br /> <br />The final plan for the Oval will be reviewed by City staff when a <br />building permit is requested. The specific number of parking <br />spaces provided will be compared to the Code requirements and <br />expected attendance at various events. To accommodate peak <br />activities, a parking management plan will be implemented similar <br />to the outline included with this report. When the details of the <br />Oval site plan have been finalized, the details of the parking <br />plan can be finalized as well. <br /> <br />Environmental Issues <br /> <br />As noted in the attached memo, no environment-related permits are <br />needed from DNa or the MPCA for the Oval project, and no adverse <br />impacts are expected.
