<br />, <br />, <br /> <br />OCTOBER 19, 1992 <br /> <br />TO <br />1HE MEMBERS OF THE ROSEVILLE <br />CIlY COUNCIL <br /> <br />I propose that the City of Roseville provide this neighborhood with a walkway through the <br />center of the Aldine Street right of way just south of Oakcrest and Aldine, and an opening or gate <br />through the Pavilion Place fence, so residents can walk to the shopping area and the bus service <br />available at Carson's Rosedale. The decision to provide a walkway and a gate shall be reviewed <br />approximately one year from now to determine if the walkway should continue as is, be enhanced <br />to provide blacktop walkway, etc., or be terminated. All residents of this neighborhood shall be <br />notified and invited to attend this future meeting, and shall also be asked to express their <br />preference, in writing, by returning a questionnaire provided by the City through the mail at <br />least two weeks prior to the council meeting. <br /> <br />If the above proposal is not supported by a majority of the members of the Council, I <br />propose as an alternative that the land, which Mr. Anderson asked be vacated, shall not be <br />vacated and instead be kept intact and preserved for a possible future walkway, when more time <br />has passed and some of those on Oakcrest are not so angry as they appear now. This land has <br />been vacant for over 35 years. Another five, ten or twenty years is not as important as preserving <br />the right of the neighborhood to eventual direct access to the shopping and bus service. <br /> <br />In no event shall this right of way be given away in a manner that results in Mr. Anderson <br />getting a buildable lot for resale without the City receiving a proportionate share of the fair market <br />value thereof, which is estimated to be worth around $30,000 to $40,000. <br /> <br />DISCUSSION <br /> <br />In response to Councilman Brenda Thomas's suggestion that the residents should be <br />surveyed, I prepared a written letter to residents of the neighborhood, and requested they indicate <br />their choice (a copy of the letter and preference form is attached). Steve Baldwin and I canvassed <br />the residents of Fry, Charlotte, Aldine, Herschel, and Wheeler on Saturday, October 3rd. We <br />continued to canvass Rose Place and Oakcrest as we found time. We didn't canvass Fairview and <br />Beacon because they have a sidewalk available along Fairview. <br /> <br />Based on that survey, I can state that over eighty residents want a walkway through the <br />Aldine right of way. Opposition by some of the residents on Oakcrest is based, in my opinion, on· <br />old hatreds when Pavilion Place expanded into what is now the Crosssroads, and a fear of the <br />unknown. I also heard some resentment expressed towards the residents on the north of Oakcrest <br />from the meeting held about a year ago in an attempt to have the south side of Oakcrest bought out <br />and the area commercialized. These people saw their neighbors to the east bought out at close to <br /> <br />(OVER) <br />
