October 6, 1992

Mr. Steven Sarkozy, City Manager
City Hall
2660 Civic Center Drive
RosevilJe, MN 55113

(Ç(Q)f1

Re: Oakcrest and Aldine Proposal for Pathway to Rosedale: Preparation for the October 19th Council
Work Session

Dear Mr. Sarkozy:

I understand there is to be a "work session" on the above subject Monday, October 19th, at 5:00 P.M. So
that we can be prepared for questions from the residents, I would appreciate it if the Community
Development Department, perhaps with Mr. Shardlow or one of his associates involved, would come
prepared to answer the following questions. I have been busy canvassing the neighborhood on an
interest in a pathway, and north of Oak crest there is good support for the idea. I have over 70 signed
requests, and I still have Rose Place and Oakcrest to survey.

In the hope that we who want the path will be taken seriously at that meeting, I think it prudent to know
what the practical engineering solutions would be for:

-- A walkway only
-- A bike path and a walkway
-- Could it be made usable for the handicapped?

-- How wide should each of the above paths be?
-- What about the small mound just on the south side of the fence? Can something be done
with that to level it out? Or would steps be the only practical solution?

-- Since the bus service stops up at Carsons, can additional pedestrian ways be created?
-- What bus service is available at Rosedale? Are schedules available?

--What would be some rough solutions and their costs if the path starts at Oakcrest and Aldine
on to Carsons at Rosedale? What about the ponding area? Is that really a practical
alternative, even though it would be less convenient for those residents east of Herschel?
How would you build a path through the ponding area? A bridge? What about safety
factors when the pond fills up?

What I'm asking we do is have some unbiased, professional advice as to what makes the most sense
should we go ahead and try a pathway. Having had these questions explored and tentatively looked at
should go a long way toward being able to make some informed decisions. Without it, we'll be groping in
the dark, just expressing our wishes, without knowing if its practical to go ahead, and how.

Sincerely,

W~

AI Sands
2612 North Aldine
Roseville, MN. 55113
