<br />parkridge Development, Case No. 2471 <br /> <br />Page 12 <br /> <br />Given the location and potential of this area of the community, we <br />recommend that the City make the necessary broader commitment to <br />amend the planned land use for the area between the Parkridge <br />property and Dale street and to pursue the planned street <br />connection to Dale street. with the Planning Commission's <br />willingness to support these changes and Mr. Kehr's willingness to <br />make the necessary design improvements, we support the project and <br />would recommend its approval in concept. wi thout such <br />commitments, we recommend denial of the project as proposed. <br /> <br />In 1985 the crux of the lawsuit against the city on the previous <br />Kehr project was that the City Council did not adopt clear <br />findings in denying the rezoning. Whatever action the Planning <br />commission decides to take on this renewed proposal should be <br />accompanied, as should all zoning decisions, by clear and <br />reasonable statements of findings. <br />
