<br />KBKORANDUK <br /> <br />DATE: <br /> <br />9 December 1992 <br /> <br />TO: <br /> <br />Roseville Planning commission <br /> <br />FROM: <br /> <br />Philip Carlson, Dahlgren, Shardlow, and Uban <br /> <br />RE: <br /> <br />sign Ordinance Discussion <br /> <br />We are hoping to address a number of issues tonight related to our <br />ongoing discussion of the Sign Ordinance. ·Some are old issues, <br />some are new. Some will require Planning Commission action, some <br />are for informational purposes only. <br /> <br />Seasonal Sians 'Banners. Attached is our two-page memorandum of <br />7/20/92. This memo summarizes the proposals for dealing with <br />temporary signs and special events signs, including seasonal signs <br />and banners, flags, and grand opening decorations. These <br />suggestions were not included in the recent amendments to the <br />Code, at the request of the City Council, who wanted churches and <br />others to have another opportunity to express their wishes before <br />action was taken. The Planning Commission has already passed this <br />material on to the city Council after considerable discussion and <br />a recommendation, but Chairman DeBenedet has asked us to review <br />the options and summarized the standards again since some of the <br />issues are controversial. Area churches have been notified of the <br />discussion taking place tonight and we expect some representatives <br />to come and comment. The city Council will take up the issue again <br />at their January 21 work session, and church representatives will <br />be invited to that session as well. <br /> <br />Wall Sianaae for Multi-Tenant Buildinas. Attached are three <br />drawings illustrating different wall signage situations for a <br />multi-tenant commercial or industrial building. The size <br />standards for signage are based on the area of the building facade <br />facing the street frontage, and reveal a situation we had not <br />anticipated in our earlier discussions: <br /> <br />The first sketch, Corner Lot, shows a typical strip center <br />building on a corner lot (two street frontages) with various <br />signs on a sign band and the new Code standards on the lower <br />part of the page. The standards are reasonable for this <br />arrangement. <br />
