Gatlin, Public Works Director <br /> <br />RE: REVIEW OF AL IŒHR DEVELOPMENT PLANS FOR <br /> <br />Date: December 8, 1992 <br /> <br />Engineering and Public Works staff have reviewed plans recently <br />submitted by Al Kehr and his engineer and architect for his <br />proposed Parkridge Development project. We assume that at this <br />point the plans are preliminary in nature and that engineering <br />staff would have an opportunity to review and approve all final <br />plans prior to the issuance of any permits for this project. <br /> <br />with this assumption in mind, we would make several comments <br />regarding the plans submitted and suggest they be transmitted to <br />Mr. Kehr and his engineer for follow-up modifications. <br /> <br />1. Drainage <br /> <br />The plan submitted by Mr. Kehr and his engineer includes an <br />on-site ponding area for the property to comply with city <br />requirements. This pond would provide on-site storage for <br />increased runoff such that the post-development rate would <br />not exceed the pre-development rate. <br /> <br />However, Mr. Kehr has indicated that this alternative is not <br />acceptable to him in that it ruins the aesthetics of his <br />project. He has asked the city to explore other alternates <br />for off-site, regional ponding facilities that would be <br />built as a public project and benefiting properties <br />assessed. Mr. Kehr has submitted a petition for public <br />improvement which would initiate an engineering <br />investigation by Rosevil1e staff of this concept. <br /> <br />The petition will be reviewed by the City council and a <br />feasibility study may be ordered. However, in a preliminary <br />manner, we have reviewed the concept of regional ponding <br />and, based on 'submittals by Mr. Kehr, would make the <br />following comments: <br /> <br />a. The submitted plan includes the concept of locating a <br />regional treatment pond on part of the city's leaf site. <br />This concept would involve loss of approximately 25,000 <br />square feet of usable space from the present leaf site. <br />
