<br />p <br /> <br />o <br /> <br />T <br /> <br />p <br /> <br />f <br /> <br />s <br /> <br />A <br /> <br />s <br /> <br />o <br /> <br />( <br /> <br />f <br /> <br />s <br /> <br />A <br /> <br />October 27, 1992 <br /> <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br /> <br />Re: Parkridge Estates <br />Project Description <br /> <br />Parkridge Estates is a twenty-nine unit townhome development on 3.67 <br />acres of land south of County Road C and just west of Dale Street. <br /> <br />The site is currently zoned R-1 (single family residential) and we are <br />requesting that the development be classified under the zoning district <br />P.U.D., which will allow the construction of townhomes. <br /> <br />P.U.D. or Planned Unit Development is a zoning district which is intended to <br />create a more flexible, creative, and efficient approach to the use of land <br />subject to the rules and regulations of the City Code of Roseville. <br /> <br />The market that we are targeting the units toward is the forty-five year old <br />plus age group sometimes called "empty nesters". Their children have <br />grown up and left home and they are looking for a smaller place to live in. <br />They can also appreciate the fact that all of the building and yard <br />maintenance will be done by the townhome association. <br /> <br />We feel that changing the zoning from R-1 is not out of character here <br />because directly to the west is the American Legion which is zoned business <br />B-1, just one lot to the east is a multi-family unit zoned R-2, and just three <br />lots to the east at the corner of County Road C and Dale Street is a three <br />story condominium building zoned R-3A (Ramsey Square Condominiums - <br />240 units) and this is bordered to the north and east by another townhome <br />development (Westwood Village - 163 units). <br /> <br />Approximately one-half of the proposed site is overgrown with various small <br />trees, weeds, and shrubs and does not give a very attractive appearance. <br />We feel that this development would enhance the appearance of this part of <br />the neighborhood. <br /> <br />It is also our understanding that there is a need for housing for our target <br />market in the City of Roseville.
