The City's "visibility triangle" says that no <br />over story planting should occur in a triangular area 30 ft. back from the <br />property comer along both rights-of-way. The other area of concern relates <br />to the interface with the property to the east. Should the sale of the <br />Borgstrom property not come to ftuition a much stronger screening strategy <br />will nee4 to be incorporated into the plan. The Borgstom residence is quite <br />close to the east property line of this proposed project. <br /> <br />As indicated earlier the 23 proposed.units are aU single story units. The 2 <br />units in the Southeasterly comer of the project will be walk-out units in order <br />to accommodate grade changes in this location. Of the 2004 sq. ft. in each <br />uni~ 1544 sq. ft. is living area, and 460 sq. ft. is garage. A copy of the <br />building elevation and the floor plan is included with the plan review <br />package. As currently presented the exterior materials are proposed to be <br />prefinished metal siding. The developer has indicated that if budgets pennit <br />some brick may be added to the front elevation <br /> <br />The grading and utility plan has been submitted with this application. <br />Engineering staff has review these plans and have raised some concerns in a <br />following section of this report. Of particular importance is the fact that this <br />design is proposing no on-site storage of surface water but rather would <br />-collect surface water in a storm sewer system that would move the water to a <br />regional storm water facility east of Dale Street. While a regional storm <br />water facility to handle aU development in this areas should be seriously <br />studied and considered one does not exist at this time. It should also be noted <br />that the plan to move storm water relies on a storm sewer pipe moving across <br />City park land. <br /> <br />. <br />.. <br /> <br />During the public hearings on the proposed amendment to the Comprehensive <br />Land Use Guide Plan questions were raised about traffic that would be <br />generated by this or similar proposals. Townhouses typically generate 6 to 7 <br />trips a day. With 23 units this would amount to 140 -160 trips per day being <br />generated from this site. If the Borgstrom piece was added to the <br />development it is anticipated that 7 more units could be developed. This <br />would increase the average daily trips to and from the site to 180 - 210 trips <br />. per day. 1991 traffic counts indicate ~t County Road C currently has <br />average daily traffic of 8800 and Dale Street south of County Road C has a <br />average daily traffic of 5950. Both Dale Street and County Road C have the <br />capacity to handle the added traffic that would be generated by this proposed <br />
