<br />water must be picked up with a catch basin or grade the property so the <br />water does not stand in one location. <br /> <br />4. t9NCLUSION AND RECOMMENDA TION~ <br /> <br />It is staffs belief that the proposed use of this site for townhome development <br />would be appropriate if the City's Comprehensive Land Use Guide Plan is <br />amended to designate this area for medium density residential. As the <br />Planning Commission has progressed in their work on the Comprehensive <br />Land :Use Guide Plan update goals and policies relative to housing have been <br />formulated. In addition criteria has been developed to be applied to proposals <br />for multiple family dwelling construction within the City. These goals, <br />policies and critera are attached to· this planning report. This proposed <br />townhome development meets most of those criteria, and it is for these <br />reasons the staff believes this is an appropriate location for townhouse <br />development within the City ofRoseville. There are specific design <br />çonsiderations for this project that must still be resolved. Specifically they <br />relate to the interface with the property to the east and whether or not that <br />property will become a part oftbis project or will need to have additional <br />sçreening to protect it. The issue of on-site surface water storage verses a V <br />regional storm water tàcility must still be resotvéd and the question of private ~ <br />verses public streets should be addressed. Given resolution to these issues it ~ ~4 <br />is staffs recommendation that the application ofParlaidge Development 'IJY ~ <br />Corporation for a PUD Concept Development Plan ApprOval. rezoning from 'fY <br />R-l to Planned Unit Development and Preliminary Plat at 674,656 and 646 <br />W. County Road C should be approved. <br />
