Permit Requirements for Special Event Decorations are as follows: Before any special event signs or decorations shall be permitted to be used for an event, a business shall submit a completed applicatiœ for a pennit with the Community Development Department In addition to other requirements. the applicant shall show that when the event is held. adequate parking padång area will continue to exist. even though a portion of required parking spaces may be used to celebrate the event Only after the Department issues the pennit may a business display the special even signs and decorations. F. Violations: a) Special event signs and decorations shall be removed on the last day of the special event If signs and decorations remain after the last day of said special event. a citation shall be immediately issued by the zoning officer. b) Violators of these special event requirements shall not be issued a pennit for future special events as follows: 1st violation: 2nd violation: 3rd violation: Written Warning 12 months after occurrence 24 months after occurrence c) Violators not responding to a written citation within 24 hours of issuance shall be deemed in violation of this sign ordinance and a second citation shall be immediately issued by the zoning officer. PRINCIPLE BEmND SOLUTION: The proposed solution more clearly and thoroughly regulates banners and seasonal signs. This is done by: Providing definitions of Banners and other banner-like signs. Regulating banners by zoning district Pennitting holiday signs and allowing institution~ seasonal signs in residential areas by pennit. Spelling out what kind of banners can and cannot be used in each district. Including provisions on Grand Opening Signs. Mandating that signs must be taken down one day after event and listing provisions for violators of these provisions.
