<br />Proposed Changes to Sign Ordinance <br /> <br />April 29, 1992 <br /> <br />Page 5 <br /> <br />ISSUE: <br /> <br />vt+u(2-e~ \tt:. ~M... <br /> <br />Seasonal Signs and Banners <br /> <br />EXISTING ORDINANCE: <br /> <br />There are no provisions regulating banners and seasonal signs. These type of signs usually are treated as <br />Temporary Signs. Temporary Signs are regulated as such: <br /> <br />Pennits may not be issued for more than 30 days and only 2 such pennits are allowed per calendar year, 90 <br />days between pennit dates. The signs can not exceed 75 square feet. Spotlights can not be operated for <br />more than consecutive 5 days. Balloons can not be more than 35 square feet in diameter, and can be used <br />only one time per year for no more than 5 consecutive days. . <br /> <br />PRINCIPLE BEHIND EXISTING ORDINANCE: <br /> <br />Ordinance places restrictions on the number of times a temporary sign can be used per year, the length of <br />time for each use and the size of the sign. All of which are appropriate regulations. <br /> <br />PROBLEM WITH EXISTING ORDINANCE: <br /> <br />There are no provisions for seasonal banners. <br />Banners should be treated differently than temporary signs. <br />Pennits large balloons. <br />Doesn't restrict based on zoning district. <br />There are no defmitions of banners and types of banners in the ordinance. <br />No provisions for violations. <br /> <br />POSSIBLE SOLUTION: <br /> <br />Create a Special Events Section of the Sign Ordinance. This would include: <br /> <br />Banner Definitions <br /> <br />Banners <br /> <br />Attention-getting devices which resemble flags and are of a paper, cloth or plastic like consistency. <br /> <br />Bannerette <br /> <br />A sheet of fabric or plastic that resembles a flag, and has minimum dimensions of 2' by 2'.
