<br />Proposed Changes to Sign Ordinance <br /> <br />Page 4 <br /> <br />Principle Behind Solution '#2 <br /> <br />One of the problems mentioned with current signage in Roseville is the clutter created by <br />pylon signs. Clutter is typically related to the placement of a pylon sign in relation to <br />another or, in other words, its setback. Currently, the sign ordinance states that pylon signs <br />must be setback a minimum of 30 feet from the right-of-way. By creating a sign band, with a <br />shorter minimum setback, we are accomplishing two things. <br /> <br />1) With a shorter minimum setback, signs can be shorter and smaller to accomplish their <br />purpose. <br /> <br />2) By establishing a restrictive band where pylon signs must be placed, clutter can be cut <br />down. It is less likely that pylon signs will be jumping all over the front yards of <br />businesses. <br /> <br />Solution #3 <br /> <br />Businesses that front upon Interstate 35W, Highway 36, and Highway 280, are allowed a 25 <br />percent square foot increase in the total amount of sign area allowed. However, <br />requirements for pylon signs will remain unchanged. <br /> <br />Principle Behind Solution #3 <br /> <br />Larger signs should be allowed on these roadways for the following reasons: <br /> <br />1) Highway related businesses need large signs to direct automobile passengers to their <br />establishment. <br /> <br />2) Higher speeds on these roadways require that signs are larger in order to be noticed. <br /> <br />3) Larger signs are not as aesthetically distracting fronting upon these roadways. <br /> <br />Solution #4 <br /> <br />A master sign plan should be required of every multi-tenant building. See attached sheet <br />from the Planning Advisory Service for typical language. <br /> <br />Principle Behind Solution #4 <br /> <br />With a master sign plan, the City will be able to see how much signage a new development is <br />proposing and where that signage will be located. A master sign plan will identify potential <br />problems can be discovered before the signs are put up. Further, there will be a record on <br />file in case th.ere are discrepancies with what was approved and what actually is on the site. <br />
