<br />February 5, 1993 <br /> <br />Northwestern College <br />South Campus Proposal Roseville, Minnesota <br />Summary of Neighborhood Meeting <br /> <br />Introduction <br /> <br />A second neighborhood meeting was <br />held on January 28, 1993, at Roseville City <br />Hall to discuss the proposal by College <br />Properties, Incorporated to redevelop the <br />former Pauls Place and Russell Court <br />properties at Lydia and Snelling Avenues. <br />The area is shown on Figure 1. The <br />proposed project would include senior <br />housing, student housing, a motel, and a <br />future College radio studio (no antenna). <br />College Properties is a private, tax-paying <br />development corporation fonned by the <br />College. At this latest meeting, <br />information from the previous meeting <br />on January 7 was summarized concerning <br />land use, zoning, and the City approval <br />process. On January 28, new information <br />was presented and discussed. A <br />summary is included below. <br /> <br /> <br />Traffic <br /> <br />Traffic from the proposed development was studied by Short, Elliot, Hendrickson (SEH), <br />the City's transportation consultant. SEH had previously done a traffic study for the City for <br />the area south of the Pauls Place property, including Terrace Drive and Lincoln Drive. Four <br />scenarios were studied related to the Northwestern College proposal, estimating average <br />daily traffic (ADT) on extended Lincoln Drive and Lydia Avenue: <br /> <br />A: Existing Pauls Place (if fully operational) <br /> <br />B: General Commercial Uses: Retail, Service, Office Uses <br /> <br />C: Maximum Commercial/Multi-Family: Retail and Medium Density Housing <br />Allowed by Zoning and the City's Land Use Plan. <br /> <br />D: Northwestern College Proposal: Senior Housing, Student Housing, Motel, <br />Radio Station <br />
