2

The projected ADT volumes on extended Lincoln Drive are illustrated on Figure 2. These
traffic numbers also assume full development in the Twin Lakes area between County Road
C and Terrace Drive from Snelling Avenue west to 1-35W.

A complete study of how traffic on Lydia Avenue would be affected by all future
development in the area has not been done, but Figure 3 shows the projected increase in
traffic on Lydia contributed by the various development scenarios on the Pauls Place and
Russell Court properties.

Based on these projections, the Northwestern College proposal would generate less traffic
and have less impact on Lydia Avenue than any of the other scenarios studied.

Figure 2 Lincoln Drive Projected Traffic (ADT)
Lydia Ave.

.,

Scenario:
A: 3,910
B: 4,600
C:.6,2oo
D: 3,310

Scenario:
A: 3,010
B: 2,700
C: 4,400
D: 2,300

(Source: SEH, Inc.; figures are projected total average daily traffic on Lincoln Drive
extension, including future development on the Pauls Place and Russell Court properties, as
well as potential development in the Twin Lakes area)

Figure 3 Lydia Avenue Projected Traffic Increase (ADT)
A: B: c: D:
Existing General Maximum College
Pauls Place Commercúd Commercial Pm.posal
Lydia Avenue
West of Lincoln Drive 550 660 1,390 200
Lydia Avenue
Lincoln to Snelling 740 660 1,390 180
Lydia Avenue
East of Snelling 30 40 90 30

(Source: SEH, Inc.; figures are projected. additional average daily traffic on
Lydia Avenue due only to potential development on the Pauls Place and
Russell Court properties)
