MEMORANDUM

FROM:

Dennis Welsch
Rick Jopke 0

TO:

SUBJECT: Status of the Sign Ordinance Update

The following is a summary of the current status of the City's efforts to update
its sign ordinance. The City has passed new ordinances relating to commercial
and industrial wall, window, and ftee standing signs, realtor signs, commercial
and industrial directional signs, and new sign height limits. .

The following are areas which need further study and completion:

1. Temporary, seasonal banners, flags, etc. There has been a great deal of
discussion concerning these matters, especially with the issue of whether
or not there should be different standards for commercial/industrial
property vs. institutional uses such as churches. Dahlgren, Shardlow, and
Uban have drafted some suggested ordinances that have been
recommended by the Planning Commission but have not been approved
by the City Council.

2. For institutional signs in general, there should be some further evaluation
of the size limits on type of pennanent signs for institutional properties or
churches. The City also needs to review sign policy for public institutions
such as parks and City buildings. Clearly, there are a number of public
properties which do not meet the current City sign requirements in tenns
of sign area or sign location. The issue of commercial industrial off
premise directional signage also needs to be resolved.

3. The City needs to look at the issue of amortizatio~ of non confonning
signs. The Planning Commission has recommended that tþe Council
seriously consider some period for amortization of non-confonning signs
to insure that existing signs that do not comply with the new ordinances
ar~ brought into complianc~ over some period of time. 14..; ""'~ L.
~'') {,CNv-. ~ s~.ç.ç ~¥ch\J"€ i~"*,~ ~ c-'1r ,^,òv../0 ~ 1-ð c.oVV\~~

~ =YY\~~s,~ -sjt". ;I\~-\ovï c1ì eJ) ""5'~ ;\1\. --+no ¿OY}o\.-vlIL~I~ -tÞ
~+J1 AD,^, - c:,r"tO,rW\\ J ~JV\~" ~ c.~ 'Vð1-o./f) ~ ko......Jf -fc ;",fz,If~
~~~~ of ~ +,",01'"1 - co'rJD............1"'-1 "5~ ~ w~Q...1 V\ee[)s ~ ~ c.:~{"(\~·cW o¡,,¡}
'":\ 1"'1 ~ -\-IY'Iî~ ~ ~ Co(re.c.~t¡rî i::.
