<br />MEMORANDUM <br /> <br />TO: <br /> <br />Dennis Welsch <br /> <br />FROM: <br /> <br />Rick J opke ~ <br /> <br />SUBJECT: R-2 Uses in R-l Districts <br /> <br />The following is my understanding of the City policy concerning R-2 uses in R- <br />1 districts. First of all, single family dwellings and two family dwellings are <br />consistent with the low density residential designation on the City's <br />comprehensive plan. According to Dahlgren, Shardlow, and Uban, this policy <br />was established 1959 to allow duplexes and twin homes on a scattered site basis <br />throughout the low density residential designated areas of the City. The <br />Council, at that time, chose not to create a specific designation for R-2 areas. <br /> <br />In 1983, the City undertook a major reevaluation of the possibility of housing <br />alternatives within the R-I district. The study was in response to a Metropolitan <br />Council directive for the community to allow accessory apartments in homes to <br />provide housing opportunities. Roseville reconsidered its policy of allowing R- <br />2 in the R-l district and concluded that its policy was working. The action in <br />July of 1984 was to accept Howard Dahlgren's and the Planning Commission's <br />recommendation to stick with the long established policy to require rezonings, to <br />consider rezoning any parcel in an R-l district to R-2, and to consider each <br />request based on its own merits. <br />~t~ <br />^ the zoning ~inance creates an R -1 zoning. disW...£! ~~yh ~ws single family <br />dwellings Îflt-an R-2 zoning district which allowsl\fWo family dwellings. This <br />goes back to the original zoning ordinance passed in May of 1959. There was <br />an ordinance provision~at one time, which allowed a two family dwelling as a F""'~ <br />transitional use:i;-a Å¡itya~l1 where there ';;as an R-l :l0Red let adjacent to.. <br />business zoned property. In those cases, the two family dwelling could be <br />constructed on the R-l zoned lot without a rezoning. This provision was <br />repealed in the last year or two and now rezonings must occur in all cases. <br />
