<br />Proposed Changes to Sign Ordinance <br /> <br />April 29, 1992 <br /> <br />Page 7 <br /> <br />Flags: 1\vo Flags are permitted in all Districts. Flags of the United States, the state, the city, foreign <br />nations having diplomatic relations with the United State, and any other flag adopted or sanctioned by an <br />elected legislative body of competent jurisdiction, provided that such a flag shall not exceed 60 square feet <br />in area and shall not be flown from a pole exceeding a height of more than 40 feet These flags must be <br />flown in accordance with protocol established by the Congress of the United States for the Stars and <br />Stripes. Any flag not meeting anyone or more of these conditions shall be considered a banner sign and <br />shall be subject to regulation as such. <br /> <br />New Special Events Section: <br /> <br />Special Events Signs and decorations allowed by Temporary Pennit: <br /> <br />A. Special event signs and lot decorations shall be prohibited except as may be permitted by <br />temporary permit per lot, per calendar year, based upon standards as set forth in the <br />following zoning districts: <br /> <br />1) All Residential Districts - No Special Event signs, decorations, or displays, except for public and <br />institutional uses. <br /> <br />2) B-1, B-2 Districts - Signs, decorations and displays are allowed four days per event, two events per <br />year. Event decorations pennitted include small balloons, tents, bannerettes and banners. <br /> <br />3) B-3, SC Districts - Signs, decorations and displays are allowed ten days per event. four events per <br />year. Event decorations pennitted include small balloons, tents, bannerettes, banners and a <br />searchlight. <br /> <br />4) All Industrial Districts - Signs, decorations and displays are allowed ten days per event. two <br />events per year. Event decorations pennitted include small balloons, tents, bannerettes, and <br />banners. <br /> <br />5) Public and Institutional Uses in Residential District - Signs decorations and displays are <br />allowed four days per event, two events per year. Event decoration pennitted include small <br />balloons, tents, bannerettes, flags, and banners. <br /> <br />B. The advertising devices described below may be permitted according to the zoning districts <br />as set forth above, for special events, and in addition to the total allowable sign area, provided <br />the following standards are met and complied with: <br /> <br />I) Searchlights - One event per year, one unit per event <br /> <br />2) SmaU Balloons - The size of small balloons or a group of connected balloons shall not exceed two <br />feet as the largest dimension. Small balloons may be multi-colored and incorporate logos and <br />messages. Helium balloons shall be refilled daily. <br /> <br />3) Tents - One tent per year. Tents, including all ties, ropes, stakes. etc., shall be located entirely upon <br />the pennittee's property and shall comply with the City's setback requirements for accessory <br />buildings. <br />
