I am <br />including notes from this review in thesè weekly memos both for the <br />benefit of readers and for our record keeping. - Phil Carlson) <br /> <br />DeveloDment Review for October 15 Planninq Commission Meetinq: <br />2475 Borgeson/Lot Division: <br /> <br />The request is reasonable since the parcel was two lots <br />previously. <br />We need a survey of the new lot with the new right -of -way <br />for Sextant Avenue. We agreed to recommend approval <br />conditioned on the applicant providing a survey. <br />A previous Council resolution prohibits any building <br />permits on new Sextant Avenue until an assessment dispute <br />is settled involving two property owners on the Sextant <br />cul-de-sac. We will see if this applies to this interior <br />lot. Even if it does, we can approve the lot division <br />but hold off on a building permit. <br /> <br />2476 Rosedale/Sign Variance for Additional Directional Signs: <br /> <br />Given the context within the Rosedale Center, the <br />additional signs are reasonable. Not having them would <br />pose a practical difficulty, justifying a variance. <br />The moratorium on sign variances may be up in October and <br />the variance could be considered. This is reasonable <br />since the provisions dealing with commercial directional <br />signs have been studied and agreed upon. <br />Based on Council direction, staff has proceeded with this <br />application. <br /> <br />2478 Fine Associates/Interim Use Permit for Temporary Parking Lot <br />and Temporary Off-Premises Real Estate Sign: <br /> <br />'* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />'* <br /> <br />'* <br /> <br />No curb or paving is proposed for the interim parking <br />lot. No drainage plan or landscape plan submitted. <br />Engineering staff is concerned about drainage, gravel on <br />the streets, and silt into the storm sewer system. <br />-For Sale- sign on Olive Garden site for vacant Lot 5 is <br />off-premise, but similar to what would be allowed if <br />Olive Garden were for sale. <br />There is probably ample parking in the area already but <br />Olive Garden and Roseville Bank do not seem to be able to <br />come to an agreement. The Bank appears to have much more <br />parking than they currently need. <br />Typically the City looks for some -give & take- in IUPs. <br />The City does not get much in return here for this IUP. <br /> <br />'* <br /> <br />* <br /> <br />'* <br />
