<br />1. Deny the variance request based on the finding that no <br />hardship or practical difficulty exists. <br /> <br />2. Approve the variance based on the finding that the dedication <br />requirement would pose a hardship and practical difficulty <br />for the applicant. <br /> <br />Policy Obiectives: <br /> <br />1. To insure that development occurs consistent with the city's <br />zoning ordinance and comprehensive plan. <br /> <br />2. To approve variances where hardships and/or practical <br />difficulties exist on the site. <br /> <br />staff Recommendation: <br /> <br />1. It is recommended that the city Council approve walgreen's <br />request for parking lot setback variances at 2633 and 2635 <br />Rice street with the following conditions: <br /> <br />a. That Ramsey County approves the proposed ponding on the <br />dedicated right-of-way along County Road C. <br /> <br />b. That an easement be provided if necessary for storm <br />sewer across the property at a location approved by City <br />staff. <br /> <br />council Action Requested: <br /> <br />1. Motion to approve Walgreen's request for parking lot setback <br />variances at 2633 and 2635 Rice street with the following <br />conditions: <br /> <br />a.
