Walgreen's is proposing to clear an existing service <br />station, vacant building and residence at the corner of <br />County Road C and Rice Street in order to construct a new <br />Walgreen's drug store on the site. <br /> <br />2. City ordinances require that parking lots adjacent to streets <br />be setback a minimum of 15 feet. <br /> <br />3. Because the City is requiring that right-of-way be dedicated <br />along both County Road C and Rice Street, the proposed <br />development would not have the required 15 foot parking lot <br />setback. The proposal would have a 5-1/2 foot setback along <br />Rice Street and a 5 foot setback along County Road C. <br /> <br />4 . The Planning Commission unanimously recommended approval of <br />Walgreen's request for parking lot setback and variances with <br />the condition that Ramsey County agree to ponding on the <br />dedicated right-of-way along county Road C. The Planning <br />commission further moved to encourage the applicant to <br />consider substituting a monument sign at the northeast corner <br />of the site for the proposed pylon sign subject to the new <br />sign ordinance requirements and to provide a joint curb cut <br />with North Heights Hardware. <br /> <br />5. The city Council will also be discussing a separate matter <br />concerning drainage problems in the surrounding area. The <br />design of this site may well be impacted by a solution to <br />correct this problem. <br /> <br />city Attornev Comments: <br /> <br />1. The granting of this variance is within the discretion of the <br />City Council. If granted and an easement is necessary, the <br />City should make the variance conditioned upon such an <br />easement. <br /> <br />Alternatives: <br />
