Owasso Boulevard. <br /> <br />Backqround: <br /> <br />1. James Krautbauer owns an existing dwelling and beauty shop <br />use at 165 S. Owasso Boulevard. The western half of the <br />property is zoned R-l Single Family Residential and the <br />remainder of the site is zoned B-3 General Business. <br /> <br />2. Mr. Krautbauer wishes to rezone the property to R-2 (2 family <br />dwelling) to allow him to convert the portion of the <br />structure utilized for the beauty shop into a second dwelling <br />unit on the site. <br /> <br />3. The Comprehensive Plan indicates that the si te should be <br />developed as LR low density residential. Two family <br />dwellings are consistent with this designation. <br /> <br />4. The Planning Commission, on a 5-0-1 vote, recommended that <br />the City Council approve James Krautbauer's request for <br />rezoning from B-3 and R-1 to R-2 with the condition that the <br />driveway width be brought into compliance with City codes <br />within three years. Mr. Krautbauer has objected to bringing <br />the driveway up to code because of the commercial development <br />on adjacent sites and because of the additional expense. <br /> <br />Alternatives: <br /> <br />1. Deny the rezoning based on the finding that the proposal <br />would be detrimental to the general health, safety, and <br />welfare. <br /> <br />2. Approve the rezoning based on the finding that the proposal <br />is consistent with the City's comprehensive plan. <br /> <br />Policy Obiectives: <br /> <br />1. To insure that development occurs consistent with the City's <br />comprehensive plan and zoning ordinance. <br />
