BACKGROUND <br /> <br />with the construction of Lincoln Drive between County Road C and <br />Terrace Drive as a remote frontage road to Snelling Avenue, the <br />existing frontage road is no longer needed and has been vacated by <br />the City. The frontage road is angled northeast-to-southwest, <br />with Midway Ford on the site north and west of the frontage road, <br />and the vacant Slawik parcel to the east and south. Slawik is <br />applying for a preliminary plat (Case No. 2490) to adjust the lot <br />lines on the property to reflect the frontage road vacation. <br /> <br />Midway Ford currently has a 7' -high cyclone fence that encloses <br />the site on all sides at the edge of the property, except for the <br />area immediately in front of the building facing Snelling Avenue. <br />City Code requires a fence over 4' in height in the front yard to <br />be at the normal building setback, which is 30' in the B-3 <br />District. A variance was granted previously for the fenae in its <br />existing location, with the express condition that it not be built <br />in front of the building on the Snelling side. <br /> <br />with the lot rearrangement, a portion of the frontage road <br />right-of-way immediately in front of the Midway Ford site (to the <br />east toward Snelling Avenue) will be added to the site, and Midway <br />Ford will extend its parking and vehicle display into this area. <br />Midway will also relocate its fence on portions of the site that <br />are affected by the lot line changes, and is asking now for <br />another variance to allow the fence to be built all the way around <br />the site, including in front of the building on the Snelling side, <br />for security reasons (see attached Fence Relocation Plan). <br /> <br />The only issue needing Planning commission action is the fence <br />variance. The Development Review Committee has reviewed the other <br />proposed changes on the Midway Ford site plan and determined that <br />they meet the applicable standards or do not trigger compliance <br />
