<br />Bruce Carland, Case No. 2498 <br /> <br />Page 2 <br /> <br />LandscaDing <br /> <br />The fenced enclosure is over 250' from Long Lake Road and sits <br />behind a landscaped berm which screens it from Long Lake Road. No <br />additional landscaping is proposed. <br /> <br />Liqhtinq <br /> <br />The fenced enclosure will be lit by existing lights which are <br />attached to the building. No additional lighting is proposed. <br /> <br />Zoninq Code References <br /> <br />The standard criteria in the Code for consideration of Special Use <br />Permits include impacts on traffic, parks, streets, etc., <br />compatibility with the site and surrounding uses, and <br />compatibility with the Comp Plan. The proposed use does not raise <br />concerns on any of these issues, except the impact on surr:ounding <br />uses, which will be minor depending on the exact desiqn and <br />appearance of the fenced area. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The proposed use of the space for the maintenance of vehicles for <br />a valuable public agency like the FBI does not include many of the <br />objectionable features associated with other auto service uses, <br />and is compatible with the intent of the B-4 District and the <br />existing character of the CSM building. We recommend approval of <br />the Special Use Permit request with the following conditions: <br /> <br />1) That all maintenance of vehicles be conducted entirely <br />within the principal building. <br /> <br />2) That the facility be used for the maintenance of <br />vehicles owned and operated by the FBI or agencies with whom <br />they have direct involvement, and that the facility not be <br />used in any way that will involve advertising or offering of <br />goods or services to the public. <br /> <br />3) That the design, appearance, and materials of the fenced <br />enclosure be approved by the Planning Commission and City <br />Council. <br /> <br />4) That the applicant and lessor agree to maintain the <br />fenced area in good repair at all times. <br />
