<br />Klosner-Goertz, Case No. 2497 <br /> <br />paqe 4 <br /> <br />The attached drawings show the storm pipe draining directly into <br />the pond, but we have asked the developer to provide a retention <br />pond for this project of similar design to the pond provided in the <br />Heritage project, in the northwest corner of the developed portion <br />of the site. The revised drainage plan will be presented at the <br />meeting. <br /> <br />Sanitary Sewer. There is an existing city sanitary sewer line <br />which runs through the middle of the property just south of the <br />pond. A portion of the development will be served directly off this <br />sewer and the remainder will be served off the extension of this <br />line at the west end of the site on the cemetery property. There <br />is also a sewer easement on a portion of the south edge of the <br />site, next to Larpenteur, which the developer proposes to abandon <br />in favor of placing a new sewer line in Emerald Drive. This will <br />allow landscaping in the front yards facing Larpenteur without <br />having to stay off of an easement. <br /> <br />The sewer line on the north side of the site is not centere~ in the <br />40' easement, and the Public Works Department has consented to the <br />easement being shifted 12' to the north to allow for more buildable <br />area on site, including decks on the back of the northerly units. <br />The easement would remain 40' wide. <br /> <br />Water Service. The easement on the north side of the site is for <br />sewer only and the City does not have the authority to place water <br />service in the same easement wi thout an additional agreement wi th . <br />the adjacent landowner to the east of this site. That owner is not <br />willing to offer such an agreement to the current developer and the <br />city cannot force it without condemnation. However, there is water <br />service in the public right-of-way at Larpenteur and st . Albans <br />which the developer proposes to extend at his expense within the <br />Larpenteur Avenue right-of-way to his property. Both water and <br />sewer can be provided to the project without any additional <br />agreements with the neighboring property owners. <br /> <br />Parks & ODen SDace <br /> <br />Park dedication fees in the amount of $400 per unit will need to be <br />paid. <br /> <br />Fire Marshal Considerations <br /> <br />The pavement in the cul-de-sac turnaround is proposed to be 90' in <br />diameter, which meets the minimum dimensions for fire trucks. The <br />length of the cul-de-sac is over the 500' minimum, but in this case <br />the farthest unit, at the end of Emerald Drive on the north side, <br />is less than 320' from Larpenteur Avenue to the south and less than <br />150' from st. Albans Street to the east for fire access. The 500' <br />limit is based on the fact that fire trucks.used to carry only 500' <br />
