staff's attention that the city has granted variances to both the
properties at 987 and 975 County Road C-2 which have allowed the
dwellings to be constructed without the normal 30 foot setbacks
from the right-of-way. If the road was constructed on the
Richmond right-of-way, from County Road C-2, it would result in
minimal setbacks of the existing houses from the roadway. It is
clear from reviewing the files that one of the reasons that the
variances were granted, is the fact that there was not a road
there and that the construction of a road would be extremely
difficult.

I continue to recommend that the City Council vacate the south
half of the right-of-way as requested and that they pass the
resolution as previously presented.
