He informed the City staff <br />last week that they are not ready to develop and that any plans to <br />do so would be two or three years away. <br /> <br />We have taken the liberty of updating the sketch for the <br />redevelopment of the Tschida parcel (see attached). The plan, <br />only a suggestion, assumes that Sam Cave's four lots develop with <br />access to Western and that two more lots, like Cave's, also take <br />their access off S. Owasso Blvd. The remaining land can serve <br />five of six lots off of Stanbridge Circle. Offering this sketch <br />does not guarantee that the City would approve a plat like this <br />for the Tschida parcel. It would still be up to them to show that <br />each lot is of sufficient size and that the grading and other <br />considerations would work. <br /> <br />The question about safe access and sight distances on Western <br />Avenue was covered in our september 1992 Planning Report. A <br />drawing from that report is attached, as well as a memo from Lon <br />Aune confirming that the appropriate sight distances will be <br />maintained with the Cave plan as proposed. <br /> <br />2. CONCLUSION & RECOMMENDATION <br /> <br />The proposed plat follows closely last year's lot split approval. <br />Platting the Cave and Tschida parcels together would be preferred, <br />but the Tschidas have no plans to develop for several years. To <br />hold up Sam Cave's application is unreasonable, we believe, and <br />the Tschida parcel can be developed in a reasonable way wi thout <br />the Cave parcel. <br /> <br />We reiterate our recommendation for approval of the request with <br />the following conditions, based on the 1992 lot division approval: <br /> <br />1) That the owners grant the City a 10-foot-wide visual <br />access easement along the inside curve of the Western Avenue <br />frontage. The easement would prohibit any significant <br />obstruction to visibility from the ground to 8 feet off the <br />ground within a 10-foot setback from the right-of-way line. <br />If any access to the property is built off Western Avenue, <br />the property owners will be required to. maintain the <br />easement free of such obstructions. <br /> <br />2) That grading plans be submitted for review and approval <br />by City staff for any new building permits that are <br />requested on any of the lots. <br /> <br />3) That a driveway turnaround be provided on any lot if it <br />is developed. <br />
