<br />into the parking lot near the main entry from County Road B-2. By private <br />easement, the Computer City parcel is guaranteed access anywhere onto the <br />Crossroads parking lot. The Crossroads Shopping Center gains its major access <br />for the eastern portion of the center, across the Computer City parcel by private <br />easement. The new siteplanmovestheaccess>p'oirttto the Computer City <br />parcel considerably to the east. This eliminates .left..turn movements out of the <br />Computer City site into the congested area of the Crossroads parking lot. It also <br />increases stacking distance for those people entering the area from County Road <br />B-2 as well. To this end, the reconfigured site plan addresses traffic concenlS <br />raised by the previous development. Staff is still of the opinion that changes to <br />the internal design of the Cros~roads parking lot could further reduce congestion <br />in the entrance/exit area. While the City has no leverage in this special use <br />pennit application to compel the shopping center to do anything, it is our <br />understanding that the management company has expressed an interest in <br />improving this situation. The City's traffic consultant is reviewint the proposal <br />and will present their findings and recommendations at Wednesday's meeting. <br /> <br />At the last hearing for this proposal, concenlS were raised about the building <br />size and orientation on the site, building materials, site lines to the existing <br />shopping center, and traffic congestion at the entrance to the Crossroads <br />Shopping Center from County Road B-2. The new proposal has been developed <br />lJ\12'"\ ~ to accommodate these concerns and to satisfy the adjacent owners and tenants. <br />&~t~ As staff understands it, Beechwoods has remained in close contact with the <br />Crossroads Management Company during the development of this new proposal <br />and that Welsh Companies supports this proposed development. <br /> <br />CONCLUSION AND RECOMMENDATION <br /> <br />. A [j ,\\..>>\ <br />r~~.~.~ <br /> <br />By reducing the size of the building and repositioning it on the site, together <br />with changing the building materials to face brick, the applicants have addressed <br />the concerns and issues raised at the previous public hearing. Therefore, we <br />recommend approval of the special use pennit granting setbacks less than the <br />SC standards with the following conditions: <br /> <br />1. That the required roadway easement for County Road B-2 be dedicated as <br />detennined by County and City staff. <br />2. That a sidewalk be constructed along County Road B-2 and a pathway <br />easement be dedicated for it. <br />3. That the landscape and utility plans be approved by City staff. <br /> <br />~~~~~' <br />
