The Computer City project meets or exceeds the following design
standards and other code provisions:

1. The building materials are now proposed to be face brick and break
off masonry units.

"

2. The landscaping, both inside the parking and along the site edges
meets or exceeds the code standards for the amount of landscaped
area and the spacing of plants.

3. Loading area at the northeast end of the building is screened with a
solid wall as required. Technically, no screening is required
between commercial uses (toward the Crossroads Center) but a
screen wall and landscaping is provided on the north side anyway.

4. Trash handling is within a completely enclosed structure attached to
the east end of the building.

5. Parking spaces are provided at a ratio of 5 stalls per 1,000 sq. ft.,
75 spaces for 15,000 sq. ft. of building, exactly the City standards.

6. The building meets the 35 foot height limit.

The only provisions that require variances are the setbacks. The SC district
requires 100 foot setbacks on all sides, except for 60 feet side and rear setbacks
to B-2 and B-3 zoning districts. It does not mention a setback to other SC
districts but we could reasonably interpret the code to mean that B-2 and B-3
are similar enough to SC to allow a 60 foot setback as well.

For this triangular shaped lot that is only 225 feet deep, the setbacks clearly do
not work. In other instances in the City, small parcels in the SC district have
been granted setback variances relying on business district standards of 30 feet
front, 10 feet side, and 20 foot rear yard setbacks. As the building is positioned
on the property, our interpretation is that the north edge of this site is a side
yard.

The issue of traffic congestion was raised as a serious concen1 during the last
application process. The parking lot in front of Rainbow Foods and Best Buy
can be seriously congested at busy times. At the last hearing, the main concem
was the driveway at the west edge of the Computer City site, accessing directly
