Bloomington, MN 55420 · (612) 881-3344 <br /> <br />February 23, 1993 <br /> <br />Mr. Rick Jopke <br />CITY OF ROSEVILLE <br />2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />Dear Mr. Jopke, <br /> <br />APPLICATION FOR SPECIAL USE PERMIT <br />AND REQUFST FOR VARIANCE <br /> <br />Application is made for a Special Use Permit for Lot 2, Block 2, ROSEDALE <br />CENTER FIRST ADDmON, and for a variance to the required setback for the proposed <br />Computer City Super Center. <br /> <br />Computer City is a subsidiary of the Tandy Corporation located in Fort Worth, Texas, <br />and is currently expanding into new locations all across the United States. Within the <br />metropolitan area, Computer City already has an existing store located on France Avenue near <br />1-494 in the City of Edina. <br /> <br />The proposed Computer City site in Roseville is currently undeveloped and has an area <br />of 84,092 sq. ft. The property is bounded on the north and west sides by the existing <br />Crossroads Center, on the south by County Road B-2 and the Rosedale Shopping Center, and <br />on the east by Snelling Avenue. The access driveway for the existing Crossroads,Center <br />divides the property into a large piece of land on the east side and a remnant on the west. <br /> <br />Previously, the property was the site of a holding pond for stormwater from Rosedale <br />Shopping Center. In 1990 when the Crossroads Center was constructed, a large 36" diameter <br />trunk sewer line was extended from County Road B-2 along Snelling Avenue to the City's <br />regional ponding area at the southeast corner of County Road C and Snelling Avenue (City <br />Project ST-89-20). The stormwater holding pond on this site was filled when the City's trunk <br />sewer project was completed. <br /> <br />There are no building structures currently on the site. City water is available to the site <br />from a 6" ductile iron water line at the north property line. City sanitary sewer is available to <br />the site from an 8" PVC sanitary sewer stub also at the north property line. <br /> <br />A 36" diameter reinforced concrete trunk storm sewer pipe extends through the <br />property in a drainage and utility easement along the east side of the site. Stormwater runoff <br />sba11 be captured by three on-site catchbasins. Two of the proposed catchbasins will drain to <br />the existing 36" storm sewer which leads to the City's pond at County Road C and Snelling. <br />Because the west side of the site is low with respect to the existing 36" trunk storm sewer, one <br />of the on-site catchbasins will drain instead to an existing 12" storm sewer line on the west <br />side of the site. This 12" line formerly served as the outlet for the Rosedale Shopping Center <br />holding pond. The 12" line drains to a holding pond west of the Crossroads Center. <br />
