<br />When trying to determine whether or not there would be an impact on <br />property values, I did the following: I compared the neighborhood <br />around 323 Grandview Ave. which is where there is an existing <br />beauty salon operating out of a home, with a neighborhood north on <br />Transit Ave. that was built around the same time. There was no <br />distinct difference in property values and if anything the property <br />values on Grandview were higher. The other check I did was to <br />speak with Dennis El vidge who is a real estate appraiser from <br />Ramsey County to see what, if any the effect would be on property <br />values. He stated that it would not effect any of the values or <br />even be taken into consideration. If it were to effect the value <br />it would have to be a total zoning classification change. <br /> <br />I then asked Tom Alleva to run a check on police calls involving <br />the same two neighborhoods I used in the property value comparison. <br />Years 1991 and 1992 were taken into account. In those years there <br />were 14 calls to the Grandview neighborhood and 11 calls to the <br />Transit neighborhood. The majority of these calls involved theft <br />from motor vehicles or from yards. It should be noted that if just <br />1992 is looked at, then Transit had 1 more call than Grandview <br />(7 to 6). <br />
