Richard M. and France J. Reitz

4-30-93

I would like to respond to your letter sent to the Planning Commission and the Roseville
City Council. in addition to the action to gather the signatures for the petition and your speech
at the City Council meeting April 26, 1993.
Your organization and resourcefulness on this matter is to be respected. I do hope you both
put such energy into all community concerns. It seems to me that so far you both have chosen
to see this issue from a series of assumptions and conjectures. Neither of you took the time to
speak directly to us of your concerns. Before I specifically address each of your concerns. I
would like to state my thoughts on this whole series of events.
Being new in the neighborhood. and busy new parents. we were hesitant to go knock on
doors. The planning commission advised us to do so after your letters of concerns began to
arrive. While you are defending roads and property. we are defending my right to a livelihood.
This occupational situation will allow the flexibility necessary to have more time and energy
to raise my 3 month old daughter. Taylor. and maintain my home. There are rare. if any.
opportunities to work part-time in my profession. I believe this special use pennit will allow
my child a happier, more secure life.

Now to respond to each of your concerns:
1) Traffic- Please have all those concerned watch the street for one hour to see one car go
by. I find it impossible to consider this a traffic problem. The city engineers have cited
that this is well within the "nonnal" use for traffic patterns for single family homes.
My hours of business, noon to 7 p.m., will only produce traffic during the afternoon
and early evening. My Saturday hours will be almost non-existent.
2) Crime and Vandalism - By working at home part time. it will allow me to be home
more than if I am forced to pursue a full-time position elsewhere. This means I could
watch out for any odd activity in this area and participate in the neighborhood crime
watch.
3) Property Values - I know for certain that neither a realtor or a prospective home
buyer will ever notice my private affairs when dealing in a local real estate matter.
There is no evidence to substantiate a claim like this. When Todd and I purchased our
home in November. 1992, we made our decision based on the upkeep of the home and
the convenience of the location.
4) No Building Permit - $500 to apply for the Special Use Permit. purchase the radius
report, and labels for your addresses. The other $3500 breaks down as follows: carpet
scraping and removal, linoleum (seamless) installation. light fixtures, painting.
custom sink, towel cabinet and work station. hydraulic chair. shampoo chair. waste
baskets, coffee maker, towels, working supplies. broom, dust pan. plumbing supplies.
sheet rock tape, caulk, portable phone and a few office supplies. As you can see, none
of this work in my home requires a building permit. and all this will be inspected by a
Roseville building inspector.

If we had not already built this. and I got this permit, you would not be able to see what we
planned to have built in our home for this occupation. Again, you and any of the notified
neighbors are welcome to come over and see for yourself.
In conclusion, Todd and I feel the valid concerns of the neighborhood have been addressed
and resolved. There will be no sign to indicate such home occupation activity. There will be no
cars parked on the street. Finally, there will be limited part-time hours during the week when I
will use this studio in my home.

Sincerely.

/lbIrict4 ~ CUrh~

d'/J~

Patricia (Trish) R.
