Backaround: 1. City ordinances indicate beauty parlors with one operator and which see customers by appointment only are uses by Special Use Permit in the R-1 Zoning District. city ordinances also indicate that the beauty shop must meet the restrictions outlined in the home occupation section of the code which limit the home occupation to one room in the principal dwelling and which prohibits the employment of any persons not residing in the residence. The ordinance also states that the Council may approve the equipment to be used. The ordinance also limits signage to one non-illuminated sign not exceeding 3 sq. ft. in area. 2. Patricia Curtiss is a beautician and wants to operate a beauty parlor out of her home at 1987 Aldine Street. Mrs. curtiss indicates that she will abide by all the ordinance requirements. 3. The Planning Commission on a five to one vote recommended approval of Patricia curtiss t s request for a Special Use Permit at 1987 Aldine Street in the operation of a home occupation beauty parlor with the following conditions. 1. Customers must park in the driveway. 2. That there be no signage allowed. 3. That business be limited to no more than 30 hours per week. ALTERNATIVES: 1. Deny the request based on the finding that the proposal does not meet the requirements of the zoning code and would be detrimental to the general health, safety and welfare of the neighborhood. 2.
