<br />2009 Aldine Street <br />Roseville, MN 55113 <br />April 20, 1993 <br /> <br />Mayor Vern Johnson and Roseville City Council Members <br />Roseville City Council <br />City Hall <br />Roseville, MN 55113 <br /> <br />Dear Mayor Johnson and Members of the Roseville City Council: <br /> <br />This letter is in regard to the request by Patricia Curtiss for a special use <br />permit to operate a beauty salon shop out of her home at 1987 Aldine. <br /> <br />As we explained in our letter of April 6 to the Planning Commission and the <br />City Council, there are several reasons for our opposition to this permit. <br />Those reasons are restated in the petition we signed along with many of our <br />neighbors. In addition, there are other important factors which are of concern <br />to us and which we wish to bring to your attention. <br /> <br />As we see this situation, there is a vast difference between a one-person home <br />office that does not require or produce neighborhood vehicular traffic for <br />its existence and a home beauty salon business that depends on a steady flow <br />of customers for its livelihood . <br /> <br />In evidence we attach a copy of Patricia Curtiss' resume headed with the <br />1987 Aldine address and refer you to her statements in the section "1985-Present": <br />- "inventories for both salon supplies and CONSUMER product offerings" <br />- "consulting with hair product sales representatives on RETAIL product offerings" <br /> <br />From general knowledge of how beauty shops operate and from these statements <br />of Patricia Curtiss, we must conclude that this "one-person, one-room, <br />by-appointment-only" home business would bring unwanted additional traffic <br />into our R-1 residential neighborhood from: <br />1. "clientele" with appointments for services <br />2. customers without appointments to purchase "consumer hair products," <br />3. sales representatives seeking to sell their "retail product offerings," <br />4. commercial vehicles delivering supplies and products to the shop. <br /> <br />In other words, this neighborhood beauty shop would generate the same type <br />of commercial and retail traffic as a beauty shop in a commercially zoned area. <br />This is not acceptable. <br /> <br />Please turn to page 2. <br />
