April 201 1993
1706 W. Ryan Ave.
RosevJl Ie MN 55113

Mayor Vern Johnson and
The Roseville City Councll
Roseville City Hall
Rosevlllel MN 55113

Dear Mayor and Council Members:
We are writing to express our strong support for the position taken
by the Roseville Planning Commission on the special use permit requested
by Patricia Curtiss, 1987 Aldine Street. The Planning Commission position
placed very important restrictions on Mrs. Curtiss if she is allowed to
operate a beauty salon business In her home. We can support her request
for a special use permit in this residential area.QQtt if the restrictions
recommended by the Planning Commission are kept. Specifically, the
restrictions are that no sign of any kind be allowed on the property and
that customers' cars be parked only In the driveway.
We think that these do not unduly restrict Mrs. Curtiss' business.
She has said that all her business Is by referral, so she does not need a
sign. She and her husband have put up a nice looking mailbox with their
name and address prominently marked, so her customers will be able to
find her easily. Also, their driveway Is long enough to accomodate several
cars.
The Planning Commission restrictions In this case are necessary to
protect the peace and quiet, and the appearance of this neighborhood, as a
desirable residential neighborhood.
We live directly across Ryan Avenue from the Curtiss home. Like
many of our neighbors, we have lived here many years.
We count on each of you to protect this fine residential
neighborhood from the encroachment of commercial signs, traffic and
businesses and the vandalism and crime that sometimes come with such
encroachment in residential areas.
Allowing the invasion of good residential neighborhoods by
commercial businesses will seriously damage Roseville's reputation as a
good place to live. As soon as commercial signs are allowed in a
residential neighborhood, al lour property values are threatened.
We will thank you for your very careful consideration of this issue.

Sincerely yours,
~~(
f!~~

Harlan and Margaret Smith
