Background: 1. city ordinances indicate that beauty parlors with one operator and which see customers by appointment only are uses by special use permit in the R-1 Zoning District. City ordinances also indicate that the beauty shop must meet the restrictions outlined in the home occupation section of the code which limit the home occupation to one room in the principal dwelling, which prohibits the emploYment of any persons not residing in the residence, and which prohibit the retail or wholesale sale of products on the site. The ordinance also states that the Council may approve the equipment to be used. The ordinance limits signage to one non-illuminated sign not exceeding 3 sq. ft. in area. 2. Patricia curtiss wishes to operate a beauty parlor out of her home at 1987 Aldine Street and indicates that she will abide by all the ordinance requirements. 3. The Planning Commission, on a five to one vote, recommended approval of Patricia Curtiss's request for a special use permit at 1987 Aldine Street for the operation of a home occupation beauty parlor with the following conditions: Customers must park in the driveway. 1. 2. 3. 4. City Council continued consideration of this matter until 24, 1993 and also scheduled it for discussion at the May 1993 Work Session. 5.
