BACKGROUND <br /> <br />Centennial uni ted Methodist Church is located on County Road C-2 <br />just east of Snelling Avenue. The church has an existing low <br />ground sign on county Road C-2, but wants to erect a new pylon <br />sign that is more easily visible for people coming off of Snelling <br />Avenue. They have proposed a sign that is closer to the Snelling <br />Avenue Frontage Road right-of-way than allowed by Code. They are <br />requesting a setback variance to allow the sign to be built. . <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Zonina Ordinance References <br /> <br />The site is zoned R-l. Institutional uses in residential <br />districts are allowed one name plate sign up to 50 square feet in <br />area. The proposed sign is 5.5' x 9', or 50 square feet. A sign <br />is considered a structure and must meet the the 30' front setback. <br />The proposed sign meets the 30' front setback off County Road C-2, <br />but the applicant is requesting a variance to place the sign 5' <br />from the right-of-way for Snelling Avenue Frontage Road at the <br />west edge of the property. If the new sign is approved, the <br />church has agreed to remove the existing sign so that they have <br />only one sign, as allowed by Code. <br /> <br />Plannina Considerations <br /> <br />A variance is justified if there is an undue hardship or practical <br />difficulty in meeting the ordinance standard. The purpose of front <br />yard setbacks is to provide light and yard space along public <br />streets and to create a common building line which will not be <br />violated by structures close to the street. <br />
