There is <br />also a gravel parking area covering most of the rest of the site. <br /> <br />The applicant proposes to fence the gravel parking area and <br />provide landscaping in front of the building, in front of the <br />fence, and in front of the parking lot in the right-of-way. <br /> <br />We have spoken only briefly with the applicant and his architects, <br />who were able to prepare the attached plan at the last minute. We <br />have not discussed in detail other ways to improve the site that <br />would meet the setbacks and provide the required paving. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />While we want to encourage Roseville businesses to succeed and <br />grow, this property does not comply wi th a number of basic site <br />design features, especially considering its location in an area <br />that is guided for future business uses, not continued industrial <br />development. The design that has been offered improves the site, <br />but not to the extent that we have asked other similarly situated <br />properties to make improvements. <br /> <br />We recommend denial of the special Use Permit application in its <br />present form and urge the Planning Commission to discuss with the <br />applicant the possibility of bringing more of the site into <br />compliance with the Code standards, with specifics. There could <br />be conditions attached to the permit that would include a schedule <br />of improvements over time, if all of the items were not feasible <br />immediately. <br /> <br />We believe the new use itself would not be a problem and we would <br />support the addition of the body shop, but only if more can be <br />done to improve the outside condition of the property. <br />
