<br />Enterprise Rent-A-Car, Case No. 2512 <br /> <br />Page 2 <br /> <br />Planning Considerations <br /> <br />The proposed use is appropriate for the location - on a major <br />collector street, near the freeway, with easy access in and out of <br />the site. The size of the use is relatively small for industrial <br />properties and the expected number of customers per day, 20 to 25, <br />should not have a major impact on the surrounding businesses or on <br />traffic on County Road C. <br /> <br />Based on information supplied by the applicant (summarized in the <br />attached narrative), there appears to be ample parkil1g available <br />on site. There are 55 spaces for the building and only 23 spaces <br />needed according to our Code ratios. These 23 spaces include the <br />office space for this use. Twenty-five of the extra 32 spaces on <br />site could then be reserved for rental car parking. The use will <br />easily be able to meet the requirement for parking above and <br />beyond the other uses in the building. <br /> <br />Enterprise proposes to wash and vacuum the cars inside the <br />building, in a portion of their 1,800 square feet of space at the <br />north end of their leased area. No other maintenance or repair <br />will be done on site. This satisfies the second requirement above. <br /> <br />The rental business will occupy the space closest to county Road C <br />and the parking spaces allotted to it will be at that end of the <br />parking lot. They indicate a maximum of 25 cars will be parked on <br />site and 5 to 10 cars parked overnight. with the number of cars <br />involved and their arrangement on site, we believe circulation and <br />access should function well. <br /> <br />As with any Special Use Permit, the city may ask that the property <br />be brought into compliance with all applicable standards. The <br />existing building is metal sided, but is in good condition. The <br />parking lot is paved and curbed with grass lawn in the front yard, <br />and two small trees in front of this building. With the addition <br />of a row of low shrubs in front of the parking area, most of the <br />appearance code would be met. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The proposed use meets the standards relating to car rental <br />businesses in the Code. We recommend approval of the Special Use <br />Permit with the following conditions: <br /> <br />1) ~hat 25 parking spaces be reserved on site for the <br />rental cars. <br /> <br />2) That all washing, vacuuming, and other car preparation <br />be done completely within the building. No car repair or <br />other maintenance is to be done on site. <br />
