BACKGROUND <br /> <br />Enterprise Rent-A-Car wants to operate a car rental office as one <br />tenant in the building at 2025 W. County Road C, one of several <br />small industrial and business buildings near the intersection with <br />Cleveland Avenue. Car rental businesses require a Special Use <br />Permit in the I-2 General Industrial District. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Comprehensive Plan & Zonina Code References <br /> <br />The site is guided I Industrial, but is within the Twin Lakes <br />redevelopment area which may be ripe for redevelopment in the near <br />future. The property is zoned I-2. Motor vehicle rental and <br />leasing businesses are allowed by Special Use Permit and must also <br />meet the following standards: <br /> <br />1) The number of parking spaces on site for rental vehicles <br />must be above and beyond the number required by the City for <br />employees of the rental business and for other uses on the <br />site in the same building. <br /> <br />2) All maintenance and cleaning of vehicles, all equipment <br />for maintenance and cleaning, and all trailers or other <br />equipment or devices use for transporting vehicles, must be <br />completely within the principle building or completely <br />screened from eye-level view of adjacent public streets, <br />residential areas, and from other tenant spaces if the use <br />is in a multi-tenant building. <br /> <br />3) Storage of vehicles shall not interfere with the safe <br />and efficient access and circulation of vehicles and <br />pedestrians on site. <br />
