BACKGROUND <br /> <br />The Noland Family Trust owns the parcel of land and building <br />at 3114 N. Lexington Avenue (Southeast quadrant of Lexington <br />and County Road D). Mr. Jim Rutledge is interested in <br />leasing the site to operate a car repair business. The <br />property is zoned B-3 General Business and light automotive <br />repair would require the issuance of a Special Use Permit. <br />The Use itself is acceptable in that location but design <br />standard issues such as building materials, paving, <br />landscaping, concrete curb and gutter etc. need to be <br />addressed. As with other existing facilities seeking <br />development permits the issue of conformance with current <br />design standards must be carefully considered. <br /> <br />2 . DeveloDment Summary <br /> <br />The attached site plan indicates the existing conditions of <br />the site as well as the proposed modifications to come into <br />conformance with current design standards. The lot is <br />28,878 sq. ft. in size and is zoned B-3 General Business. <br />The building which is currently vacant is the former site of <br />a bicycle shop and before that a motor fuel station. The <br />entire site is already paved except where the tanks have <br />been removed. These areas would need to be patched. The <br />North side of the site facing County Road D is paved out to <br />County Road D across most of the frontage. The trash is <br />now handled inside a partially enclosed wall at the back of <br />the building. The building itself is mostly brick on the <br />front painted bright yellow and painted concrete block on <br />the back. An existing overhead door is currently boarded <br />up. The East property line is adjacent to existing .free <br />standing garages associated with a residential apartment <br />complex. <br /> <br />As we indicated the request is for a Special Use Permit for <br />light automotive repair. Mr. Rutledge is proposing a small <br />two bay repair facility that he and a partner would operate. <br />
