Mr. Kerf old <br />indicated to me that at the time that the ta~k. were removed in <br />1993 that a company by the name Spectrum Laboratories did a soil <br />analysis. Mr. Kerfold also indicated that someone from the City <br />was present during the time that the tank was removed. I asked Mr. <br />Kerfold whether he had an environmental company do a report on thia <br />and he indicated to me that the only one he knew of was a <br />indi vidual from MOTeffy Engineering. Mr. Kerfold indicated that h. <br />was not involved with the 1991 tank removal and that he had no <br />knowledge of . fourth tank. He did, however, indioate to me that <br />there are no other tanks on the property presently. <br /> <br />5. I then called McTeffy Engineering. McTeffy Engineering <br />indicated to me that they did file an excavation report with the <br />MPCA regarding the 1993 tank removal. The report was necessary <br />because a leak was detected at the time of the removal. I am told <br />that a closure letter was sent pertaining to this matter to the <br />Pire Marehall and City Clerk at the City of Rosev!ll.. I have also <br />been told that a excavation report was filed in 1989 pertaining to <br />the property. &vidently there was tank leak at that particular time <br />as well. <br /> <br />6. I have following a con~ersation with Mike Palk contaoted <br />a individual at STS Consultants. STB Consultants is the company <br />that provided the environmental reports following the 1991 tank <br />~emoval, I contacted STS Consultants bec<<use I helieve they are <br />the only parties that could provide to the City any type of useful <br />environmental information baaed upon eXisting infQrmation in their <br />files. An individual at STS COnsultants will be contacting me <br />within a day to provide me with a bid to do an environmental audit <br />on the property.. As SOon as the bid is received I will forward it <br />to you, <br /> <br />As a result of my telephone calls, I believe that there are <br />environmental concerns pertaining the property. The removal of tbe <br />tanks and tank leakage should he analyzed to make sure that <br />everything has been done property to eliminate the environmental <br />liability should the land be purchased. Therefore, I would <br />recommend that we p~oceed with a phase I environmental audit as <br />SOOn as possible, We certainly do not have to use STS Consultants. <br />However, I highly doubt that another environmental testing company <br />would ha"e the information and the availability to complete a <br />report within the time necessary. I would also recommend that we <br />advise the sohool district that no post tank removal report was <br />filed with teb MPCA. We should make sure that a notice is filed <br />and review the paperwork, if any, delivered to tbe City concerning <br />the tank leakage in 1989. <br />
