Mr. Kerf old indicated to me that at the time that the ta~k. were removed in 1993 that a company by the name Spectrum Laboratories did a soil analysis. Mr. Kerfold also indicated that someone from the City was present during the time that the tank was removed. I asked Mr. Kerfold whether he had an environmental company do a report on thia and he indicated to me that the only one he knew of was a indi vidual from MOTeffy Engineering. Mr. Kerfold indicated that h. was not involved with the 1991 tank removal and that he had no knowledge of . fourth tank. He did, however, indioate to me that there are no other tanks on the property presently. 5. I then called McTeffy Engineering. McTeffy Engineering indicated to me that they did file an excavation report with the MPCA regarding the 1993 tank removal. The report was necessary because a leak was detected at the time of the removal. I am told that a closure letter was sent pertaining to this matter to the Pire Marehall and City Clerk at the City of Rosev!ll.. I have also been told that a excavation report was filed in 1989 pertaining to the property. &vidently there was tank leak at that particular time as well. 6. I have following a con~ersation with Mike Palk contaoted a individual at STS Consultants. STB Consultants is the company that provided the environmental reports following the 1991 tank ~emoval, I contacted STS Consultants bec<<use I helieve they are the only parties that could provide to the City any type of useful environmental information baaed upon eXisting infQrmation in their files. An individual at STS COnsultants will be contacting me within a day to provide me with a bid to do an environmental audit on the property.. As SOon as the bid is received I will forward it to you, As a result of my telephone calls, I believe that there are environmental concerns pertaining the property. The removal of tbe tanks and tank leakage should he analyzed to make sure that everything has been done property to eliminate the environmental liability should the land be purchased. Therefore, I would recommend that we p~oceed with a phase I environmental audit as SOOn as possible, We certainly do not have to use STS Consultants. However, I highly doubt that another environmental testing company would ha"e the information and the availability to complete a report within the time necessary. I would also recommend that we advise the sohool district that no post tank removal report was filed with teb MPCA. We should make sure that a notice is filed and review the paperwork, if any, delivered to tbe City concerning the tank leakage in 1989.
