MN 55113 <br /> <br />Dear Mr. Wieteckl. <br /> <br />Re: City of Roseville Exchange for the Fonner Lexington School Site <br /> <br />My name Is Dave Bishop. and along with Pastor George Weinman I will be the spokesperson for <br />Roseville Lutheran Church at the Rosevllle Planning Commission's hearing on Wednesday. June 9. <br /> <br />Rosevllle Lutheran Church has worked closely with the Rosevllle staff to create an opportunity for <br />Roseville to assemble the last 9-acre. fully buildable park space south of Highway 36. We have <br />proposed that the City acquire the former Lexington School site on County Road B and lexington <br />Avenue in exchange with Rosevllle Lutheran Church for other City-owned land to the east of our <br />Church building at Roselawn Avenue and Femwood. That City property. currently housing Bruce <br />Russell Park, will also be leased back to the City for park purposes over a number of years. <br /> <br />This unique opportunity matured only In the past two months. Rosevllle Lutheran Church outlined <br />the exchange and lease-back to the City Council at Its April 19 workshop. On May 5 Roseville <br />Lutheran Church invited those neighbors most directly affected to an Informational meeting. On <br />May 12 Roseville Lutheran Church hosted a two-hour neighborhood-wide informational meeting <br />addressing all aspects of the exchange. <br /> <br />Under state law. when Roseville contemplates the exchange or sale of public property the Planning <br />Commission must state whether or not the proposed transaction is consistent with the then-existing <br />Comprehensive Use Plan. The City Council can consider that information later this month when it <br />addresses the merits of Rosevllle Lutheran Church's exchange opportunity. We have discussed the <br />purpose of the Planning Commission's hearing with City staff. We understand that the single issue <br />for the Planning Commission's review on June 9 Is quite narrow. <br />
