<br />Fourteen years ago, when Roseville last drew its Comprehensive Map of the existing land uses, no <br />planner foresaw this opportunity. Obviously, the Use Map does not record it. We want you to <br />know that Rosevllle Lutheran Church agrees with the City staff conclusion that the 1979 <br />Comprehensive Plan, as amended, Is not consistent with the proposed exchange of <br />properties. We urge that you report that fact to the Council. <br /> <br />We recognize that many of the most successful developments in Roseville in the past half decade <br />were not consistent with the 1979 Comprehensive Plan. If the Council approves the exchange, we <br />look forward to addressing with the Planning Commission at a later date all the additional matters <br />that will then be appropriate, including amending the Comprehensive Plan to reflect the enhanced <br />land uses. <br /> <br />Roseville Lutheran Church appreciated the City of Roseville's sponsorship of the Vista 2000 <br />program, which sought citizen involvement in planning the broad outline of our collective future. <br />Roseville Lutheran Church attended sessions and shared with several Vista 2000 groups the fact <br />that churches in Roseville, just like parks, schools and rehabilitated housing stock, are a key part of <br />the City's infrastructure and contribute to its quality of life. The exchange proposal will result in <br />more park land for the City, enhanced park improvements, the chance to create a crown-jewel civic <br />improvement at County Road B and Lexington instead of another gas station, and the assurance <br />that Roseville Lutheran Church will continue to provide its services to this City for the next 50 years <br />or more. All of the Vista 2000 committee reports are consistent with this exchange proposal. <br /> <br />We expect that a large number of people will be present at the June 9 meeting to tell the Planning <br />Commission how deeply and affirmatively our community supports this exchange. They will be <br />eager to present the dozens of considerations that make this proposal a win-win opportunity for the <br />City of Roseville, for our neighborhood, and for Roseville Lutheran Church. Pastor Weinman and I <br />can speak for most residents in support of this exchange about the exchange elements and Its <br />Inconsistency with the old 1979 Plan. If the Commissioners request debate about the merits of the <br />exchange (which are not before the Commission on June 9), many families will wish to voice and <br />explain their support personally. <br /> <br />We recognize that all of Roseville's Planning Commissioners are volunteers.
