53 S.O PROPOSAL TEXT AMENDMENTS
<br />5�� 5.1 The joint request for text amendments to the Zoning Ordinance by University of
<br />6�1 Northwestern and the Community Development Department include the following items:
<br />6 � • A definition change from "dormitory" to "student housing";
<br />6:< • The permitting of "student housing" in select zoning districts within the
<br />6� Community, Regional Business-1 and 2 Districts;
<br />6� • Standards or requirements pertaining to reuse of a building or new
<br />65 construction;
<br />6� • And proposed changes to existing housing types in the Neighborhood
<br />6�` Business and Community Mixed Use Districts.
<br />6� 52 Student Housing Definition Proposal
<br />6t; The Zoning Code defines a dormitory this way: Dormitory: A building designed for or
<br />71�� used as group living quarters for studenis of a high school, college, university, or
<br />7� seminary, organized and owned by a high school, college, university, or seminary. After
<br />7� much discussion and debate, Planning staff and the City Attorney concluded that this
<br />73 definition describes a building rather than a type of use. Therefore amending the title to
<br />�� be broader, such as in "student housing" would be better suited for the definition and its
<br />7�; relationship to a use — proposed amendments below.

<br />8�� 53 Similarly, if the de�nition of dormitory is amended to read "student housing" the
<br />g'� definition of college or post-secondary school, campus must be amended as welL This
<br />8� definition currently reads: College or post-secondary school, campus: An insiitution for
<br />83 postsecondary education, public or private, offering courses in general, iechnical, or
<br />8� religious education, which incorporates adminisirative and faculty offices, classrooms,
<br />g� laboratories, chapels, auditoriums, lecture halls, libraries, siudent and faculty centers,
<br />$��- athletic facilities, dormitories, fraiernities, sororities, and/or other relaied facilities in a

<br />s� College or post-secondary school, campus: An institution for postsecondary education,
<br />s� public or private, offering courses in general, technical, or religious education, which
<br />90 incorporates administrative and faculty offices, classrooms, laboratories, chapels,
<br />9� auditoriums, lecture halls, libraries, siudent and faculty centers, athletic facilities,
<br />g� �� student housin�, fraternities, sororities, and/or other related faciliiies in a
<br />g� campus environment.
<br />9� 5.4 Permitting of Student Housing as use in CB, RB-1 and 2 Districts
<br />g5 Currently a darmitory is permitted in the Community MiYed Use District but not
<br />gxj permitted in any other of the Commercial and Mixed-Use Districts. To gain a better
<br />g' understanding of the similarities, the Planning Division reviewed Table 1005-1 and
<br />g� concluded that lodging and residential uses supported in a few districts are very similar to
<br />9� student housing; after all, student housing is a form of residential use.
