ACI and Dan McCarthy will install new machinery where old, <br />noisier machinery exists and cannot be quieted to 50 decibels <br />or less. <br /> <br />4. ACI and Dan McCarthy will control truck deliveries and BFI <br />trash removal to normal business hours of 7:00 a.m. to 6:00 <br />p.m. daily. <br /> <br />5. ACI will complete construction of a masonry building and <br />connection between the two existing ACI buildings on the north <br />side of Terrace Drive. This addition will eliminate the need <br />for outdoor truck and product movement activities along the <br />north side of the building. <br /> <br />6. Mr. Breslau and our city Planner Mike Falk have commended the <br />work Dan Mccarthy has done to respond to noise concerns. <br />However, they recommend that a more active role by ACI <br />corporate leaders may help assure the nearby property owners <br />that the sound reduction program is an earnest effort by ACI <br />and the City. A meeting with you, Dan McCarthy, and the <br />neighborhood representatives may add more credibility to your <br />efforts and reduce the tensions. <br /> <br />These recommendations may not fully resolve the noise problem, and <br />other remedial steps may be necessary. <br /> <br />During the coming months, the City's procedure will be to monitor <br />the noise levels on a test basis on or around August 31 and again <br />before the certificate of Occupancy is issued, to determine <br />compliance with the noise standards. Please know that the <br />problems being experienced by the adjoining property owners are <br />significant and warrants your immediate and full attention. I <br />would like the opportunity to sit down and discuss this matter <br />with you in the near future, and will be contacting you in the <br />next several days to arrange a meeting. <br /> <br />The City Council action to approve your building plans, subject to <br />an accomplished noise reduction program, is an indication of the <br />City's support for you and your expansion efforts in the City of <br />Roseville. If, however, the noise problems continue, it may be <br />more appropriate and profitable to discuss a more compatible <br />industrial building site within the city of Roseville. The city <br />does want to be a helpful partner in such a move, and can assist <br />in land acquisition, site improvements, and relocation costs, as <br />well as additional revenue bonds for expansion. <br /> <br />Again, we wish to make it clear that the City does appreciate the <br />work and cooperation that ACI, and particularly Dan McCarthy, has <br />provided in this difficult situation. We also wish you to know <br />that we take seriously the concerns of the adjoining residential <br />property owners, and will insist that their situation be improved. <br />
