<br />5. Care must be taken to not plant trees on top of any <br />utility surface lines on the site. <br /> <br />In addition to the application materials submitted in <br />support of the variance request for Advance Circuits <br />proposed building expansion the Planning commission should <br />be aware that the City of Roseville has contracted with a <br />Sound Consultant. Noise levels emanating from the <br />industrial district as they effect the residential <br />neighborhood to the South. Advanced Circuits has been a <br />part of that study and has been cooperating with the <br />consul tant in his research. While the study is ongoing <br />preliminary indications show that connecting the buildings <br />may actually reduce noise levels. The City has also viewed <br />the construction proposal as a opportunity to add other <br />noise reduction systems to the building. Part of the <br />consultant charge is to prepare recommendations to this end. <br /> <br />CONCWSION AND RECOMMENDATION <br /> <br />The proposed 9000 sq. ft. connecting addition would create a <br />123,000 sq. ft. building located on a 353,800 sq. ft. parcel <br />of land creating a floor area ratio of 34.78 percent. Three <br />hundred and thirty-three parking spaces for shift workers <br />are needed to meet code, three hundred and fifty-six spaces <br />are proposed all within the parking setback requirements for <br />light industrial districts. Twenty percent of the site is <br />dedicated to green space and landscaping. Because the <br />proposed addition will increase the efficiency of a strong <br />corporate neighbor in Roseville, will bring the site into <br />conformance with City design standards such as concrete curb <br />and gutter and parking setbacks and because the project will <br />afford the opportunity to incorporate noise reduction ideas <br />into Advanced Circuits operation we recommend approval of <br />Advance Circuit Inc.' s request for a variance to section <br />10.090 (floor area ratio) in a light industrial district. <br />
