Councilmember Etten opined that this could significantly af- <br /> fect departments quite differently, while wondering how and where the zero and <br /> <5% scenarios would work when inflation was worked into the picture; and fur- <br /> ther opined that it would create a huge gap in funding. <br /> Councilmember Willmus opined that it would show areas with reduced service <br /> levels, some significant, and would be important to identify them upfront for the <br /> public. Councilmember Willmus expressed his willingness to forward this to the <br /> Finance Commission for their consideration. <br /> At the recommendation of Mayor Roe as to process, Councilmember Willmus <br /> withdrew his motion. <br /> In recognizing that the Finance Commission only met monthly and being newly- <br /> formed, had only a few meetings to-date and coming up, Councilmember Laliber- <br /> te suggested that it asking them to weigh into this may pre-empt them from doing <br /> something else. <br /> Councilmember Etten suggested the Finance Commission consider it as a general <br /> philosophical discussion: where and how this would or would not fit into the <br /> overall budget discussion and process. While it would take up some of the Fi- <br /> nance Commission's meeting time, Councilmember Etten suggested that it be <br /> considered by them as a one-time shot, not over several months, and not requiring <br /> a lot of background preparation or presentations by staff. <br /> McGehee moved, Etten seconded, referring to the Finance Commission for their <br /> recommendation prior to the next City Council budget meeting, consideration of <br /> the merits of including a zero percent of<5% budget as part of the annual budget <br /> process. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> Mr. Trudgeon advised that the budget discussion, with the City Council reviewing <br /> their individual and corporate priorities, would continue at the June 16, 2014 <br /> regular meeting. <br /> Mayor Roe asked that any pre-preparation be provided by staff by June 10, 2014 <br /> for that June 16 meeting; duly noted by City Manager Trudgeon. <br /> Mayor Roe announced the availability of Rosefest buttons and Rosefest starting <br /> on June 26th. <br />
