The NSCC and member cities <br />would be prohibited from offering the network as a commercial service to <br />nongovernmental entities. <br />G. Comcast is an active mernber of North Suburbs communities. <br />Comcast plays an active role in the NSCC communities. First, Comcast <br />employs approximately 2,000 people across its Twin Cities operation centers, <br />with a payroll exceeding $118 million each year. This includes 72 engineers and <br />other staff at Comcast's Fairview Avenue office, who serve Comcast's headend <br />facility, located in Roseville. Many of Comcast's employees have been part of <br />local cable operations for more than 20 years, working at the forefront of an <br />industry that has helped transform the area into one of the most connected and <br />technologically sophisticated markets in the nation. <br />In all the years that it has operated franchises in the North Suburbs, <br />Comcast and its dedicated employees have also partnered with dozens of Twin <br />Cities social-service agencies and nonprofits to help make this a better place to <br />live by engaging in volunteer activities, foundation support, and in-kind <br />contributions. Comcast's signature community investment event is Comcast <br />Cares Day, where each year tens of thousands of Comcast employees, their <br />family members and friends come together for a nationwide day of <br />volunteering at hundreds of work sites across the country. Here in the Twin <br />Cities, Comcast continues to set new milestones each year in employee <br />involvement, as more than 2,000 Comcast Cares Day volunteers participated <br />this past April at over 30 metro-area locations. Some of those organizations <br />benefitting this year include Northwest Youth and Family Services, based in <br />Roseville, as well as the Roseville location of Bridging, Inc., Gibbs Farm in <br />Falcon Heights, and Community Action Partnership of Ramsey & Washington <br />Counties. Other engaged community partners included Greater Twin Cities <br />United Way, Wilder Foundation, CLUES (Comunidades Latinas Unidas en <br />Servicio, Inc.), Solid Ground (formerly East Metro Womeri s Council), ARC <br />Greater Twin Cities, and the Boys and Girls Club of the Twin Cities. <br />Comcast is engaged in a variety of other community-service and support <br />programs throughout the year. Comcast's Beyond School Walls partnership <br />with Big Brothers Big Sisters pairs Comcast employees (the Bigs) with 5th grade <br />students from Hazel Park Preparatory Academy in St. Paul throughout the <br />school year in an effort to encourage mentoring, friendships, and role modeling <br />in a safe, fun environment. In addition, the Comcast Leaders and Achievers <br />Scholarship program has awarded more than $365,000 to over 340 students <br />
