PUBLIC DOCUMENT-TRADE SECRET DATA HAS BEEN EXCISED <br />Comcast of Minnesota <br />Page 28 <br />cost68 — something that the RFRI''s excessive PEG demands exacerbates. <br />Perhaps most importantly though, Buske and Group W's reports acknowledge <br />that less than half of subscribers had even watched a single program on a PEG <br />channe1.69 And half of respondents said they were "not interested at all" in HD <br />PEG channels. �� <br />In the Talmey-Drake study requested by Comcast, interest in PEG access <br />was also remarkably low. Additionally, Comcast requested a scientifically valid <br />survey to find out the community's needs regarding how many PEG channels <br />are desired in the member cities. The study was performed by Talmey-Drake <br />Research, a respected polling firm that has worked for both operators and <br />LFAs. Talmey-Drake's report — attached to this proposal as Exhibit 3— shows <br />that (a) customers' foremost concern is limiting the cost of cable and (b) there is <br />very low interest in having resources devoted to PEG programming: <br />• Most subscribers couldn't name a single access channel; <br />• Just 1 out of the 8 channels — Channel 16 — had regular (at least once per <br />week) viewership; <br />• Between 60 % and 81 % of customers said they "never" watch 7 of the 8 <br />channels, with between 78% and 94% saying they "seldom" or "never" <br />watch each of the 8 channels; <br />• 70% of respondents did not want more access channels; <br />• The median amount of respondent's bills that they wanted devoted to <br />PEG access was "zero"; <br />• 67% of respondents said making PEG programming in HD format was not <br />important; <br />• 80% of customers said they should not have to pay any amount for HD <br />PEG-access programming; <br />• 63 % of customer said making PEG programming in an on-demand <br />platform was not important; and <br />• 6% of customers wanted better picture quality for PEG-access channels. <br />As pointed out by Talmey-Drake, 77.3% of those interviewed said they never <br />watched or watched on a less-than-monthly basis channels 14,15, and 16. 85.5 % <br />68.
