PUBLIC DOCUMENT-TRADE SECRET DATA HAS BEEN EXCISED <br />Comcast of Minnesota <br />EXECUTIVE SUMMARY OF PROPOSAL <br />Page 2 <br />Comcast's proposal provides the following material benefits for the <br />member cities of the NSCC: <br />• A maximum permitted franchise fee on cable services of 5% which, <br />based on current revenue, will approximate $15.5 million over the <br />ten-year term. <br />• PEG capital funding of approximately $4.8 million over a 10-year <br />term, which is more than adequate to support PEG facilities and <br />equipment during the term of the franchise. <br />• Complimentary basic cable service to public schools, libraries, and <br />municipal buildings, with a value over the life of the franchises <br />exceeding $128,000. <br />• Enhanced financial accountability to the member cities through <br />payment of all franchise fees and PEG fees directly to each member <br />city. <br />• As a solution to the heavily diluted and sparsely watched 8 PEG <br />channels that exist today, Comcast proposes a much more robust <br />and manageable 4 channels: 3 standard-definition and 1 high- <br />definition, with an opportunity to obtain additional channels in the <br />future based on actual usage. <br />• Inclusion of the 4 PEG channels on the digital channel guide with <br />detailed program listings. <br />• Continued use of an institutional network for both PEG-related and <br />non-PEG-related uses at reasonable rates in compliance with <br />applicable law. <br />• Continued delivery of popular and innovative cable services over <br />Comcast's high-performing hybrid fiber-coax cable system. <br />• Compliance with the FCCs customer service standards with <br />reporting and enforcement mechanisms. <br />• An improved audit and dispute resolution procedure to avoid <br />unnecessary legal and consultant fees and to foster an improved <br />working relationship between the NSCC and Comcast. <br />• A performance bond in the amount of $500,000 to guarantee the <br />faithful performance of the obligations in the franchise agreements. <br />
